RTE in Sales order Processing - Not getting triggered

I am struggling to understand why an RTE is not getting triggered for a particular sales order type.

We currently have 2 sales order types SO - Standard Sales order including transportation and another sales order S6 - For non stock sales orders.
We are using RTE filtering (P4230) and filtering on last status 620.
