IE11 anomoly being seen | any feedback appreciated

see attached screenshot.

In a nutshell, with IE11, some users are seeing the following when attempting to open a CSV file. This issue is also seen for a completed job PDFs as well, but only through IE11.
With chrome, it is not an issue.
The temporary fix (for now) has been to reset the browser to default settings, as if it was a fresh install and reboot the machine.
The issue has been seen to reappear cropped back up after a few days.

BTW, we are on tools 9.1.5.7, Apps 9.0. Backend SQL 2008R2 on Windows 2008R2 OS
