How to prevent Work Order completion without consumption

Hi All,

We are on 9.1 Enterprise one.

Would like to know how do we prevent Work Order completion (IC) without Consumption being done (IM).

Can some one please help if any setups to be done or any PO options to be enabled.

We are using both Back flush and Super Back flush.
