BSSV issue : Integrated web server on Fat Client Unable to Find Java I/O error

I had a fat client configured to run and execute BSSV locally but now it fails Ping Server test.
Local setup is JDeveloper 11.1.1.5 and OC4J.
JDE logs show - JDENET-econnection failed error and BSSV server startup logs are displaying -

Complete log is attached. I have verified usual suspects ini files/ocm maps etc.
